In 2013, Chong Chon Gang, a ship owned by OMM, was found importing weapons from Cuba. Panamanian authorities seized the ship because of suspicions that the vessel was carrying drugs. Instead of drugs, authorities found two Soviet-era Cuban fighter jets, several missiles, command and control vehicles, and various other weapons under the vessel’s cargo of sugar. According to the U.S. Treasury Department, OMM instructed its captain and crew to hide the weapons as well as provide false documentation to Panamanian authorities. The UN imposed a global asset freeze on OMM, blocking the company from operating in international waters. To circumvent the asset freeze and sanctions, OMM changed its owners and managers. According to the UN report, 12 of the ships have been sighted near ports in several different countries since July 2013. North Korea is under UN sanctions because of its nuclear weapons tests and ballistic missile launches. Pyongyang is banned from importing and exporting nuclear and missile technology as well as luxury goods. Panamanian authorities boarded the ship suspecting it was carrying drugs. However, when they searched it they discovered "undeclared weapons of war" among a shipment of brown sugar, according to Panamanian President Ricardo Martinelli. The North Korean captain attempted to kill himself and violence broke out among the 35-strong crew as the ship was raided, according to Mr Martinelli. The president posted a photograph of the cargo on his Twitter account and said: "The world needs to sit up and take note: you cannot go around shipping undeclared weapons of war through the Panama Canal." He told Radio Panama: "We had suspected this ship, which was coming from Cuba and headed to North Korea, might have drugs aboard so it was brought into port for search and inspection. "When we started to unload the shipment of sugar we located containers that we believe to be sophisticated missile equipment, and that is not allowed."

North Korean ship carrying hidden 'missile equipment' detained after leaving Cuba A North Korean-flagged ship carrying what is believed to be "sophisticated missile equipment" hidden in sugar containers was stopped while returning home from Cuba, Panamanian officials said late Monday. Speaking to Radio Panama, President Ricardo Martinelli said the captain of the ship tried to kill himself after officials began searching the consignment of sugar. The vessel -- identified by Lloyd's List Intelligence as the Chong Chon Gang -- was heading for the Panama Canal when it was stopped. It was then taken to the port of Manzanillo to be searched. "We suspected that it was carrying drugs and we brought it to port and we started verifying everything that was on the ship," Martinelli said. "We started disembarking the sugar and found some containers that we believe are carrying sophisticated missile equipment." He said that the ship was being held while a "more thorough investigation" was carried out. Martinelli added that officials had taken photographs of the arms -- one of which he posted on Twitter -- "so that the world knows that you can't transfer non-declared, war-like material through the Panama Canal." "The Panama Canal is a canal of peace, not of war," he told the radio station. Panamanian authorities have detained some 35 crew members, Reuters reported. The vessel "aroused suspicion by the violent reaction of the captain and the crew from Friday afternoon," Panama's Security Minister Jose Raul Mulino told Radio Panama, according to the AFP news agency. Javier Caraballo, an anti-drugs enforcement official, said: "Until now we have not found drugs in the boat, we found military equipment." He told local television the ship was en route to North Korea, Reuters reported. Richard Meade, editor of U.K-based shipping journal Lloyd's List, said the vessel was called Chong Chon Gang. He described it as a general cargo ship owned by the Chongchongang Shipping Company of Nampo, southwest of Pyongyang, North Korea. The Lloyd's List Intelligence service tracks ships' movements via satellite and Meade said its "reporting service has flagged up the fact it was arrested." Meade said he was still checking the Chong Chon Gang's movements, but initial information showed the vessel was in Tianjin, China, on Jan. 25, then Vostochnyy, Russia, on April 12, before arriving in Balboa, Panama, on the Pacific Coast on May 30. He said it passed through the Panama Canal on June 1. He was unsure where the ship had been between those dates, but Meade said he was carrying out a more detailed search of their records early Tuesday. Leading Mexican newspaper El Universal reported that the crew and captain were taken to Fort Sherman, a former American military base now controlled by Panama. Minister of Security Jose Raul Mulino told the paper that if it was confirmed as a case of weapons smuggling Panama would consult with the United Nations to establish whether the crew should be handed over to an international body. A spokeswoman for the Panama Canal told Reuters she did not have any more information and referred questions to the attorney general. The attorney general's office did not immediately return requests for comment. In April, Admiral Sam Locklear told Congress that the U.S. was capable of intercepting a missile launched by North Korea. This came after months of heightened tensions due to missile and nuclear bomb tests by the North, during which it threatened to launch a pre-emptive nuclear strike against U.S. and South Korean targets. In October, 2012, North Korea claimed that the U.S. mainland was "within the scope" of its missiles. There are fears Pyongyang is trying to build a missile capable of carrying a nuclear warhead to the mainland United States.

One North Korean shipping company, Ocean Maritime Management, or OMM, renamed 13 of its 14 ships and tried to hide their ships from the UN’s blacklist database by transferring the ships’ ownership to shell companies. In 2013, Chong Chon Gang, a ship owned by OMM, was found importing weapons from Cuba. Panamanian authorities seized the ship because of suspicions that the vessel was carrying drugs. Instead of drugs, authorities found two Soviet-era Cuban fighter jets, several missiles, command and control vehicles, and various other weapons under the vessel’s cargo of sugar. According to the US Treasury Department, OMM instructed its captain and crew to hide the weapons as well as provide false documentation to Panamanian authorities. The UN imposed a global asset freeze on OMM, blocking the company from operating in international waters. In order to circumvent the asset freeze and sanctions, OMM changed its owners and managers. According to the UN report, twelve of the ships have been sighted near ports in several different countries since July 2013. North Korea is under UN sanctions because of its nuclear weapons tests and ballistic missile launches. Pyongyang is banned from importing and exporting nuclear and missile technology, as well as luxury goods. A U.S. Senate committee on Thursday approved amendments that would end restrictions on travel by Americans to Cuba and ease some trade barriers, advancing efforts to implement President Barack Obama's rapprochement with the communist island. By an 18-12 vote, the Republican-controlled Appropriations Committee backed a measure that would ease travel limits, making it the first legislation to pass any congressional committee to facilitate normalization of relations. Four Republicans joined 14 Democrats to approve the amendment. The committee later passed other amendments, by voice vote without objections, to a Financial Services appropriations bill to allow private financing for U.S. agricultural sales and lift restrictions on ships that call at Cuban ports. Attaching the amendments to the appropriations bill boosts the likelihood they will come up for a vote in the full Senate. To become law, a version of the bill with the amendments must pass the House of Representatives. "This is a first step by the Senate to dismantle a failed, discredited and counterproductive policy that in 54 years has failed to achieve any of its objectives,' said Democratic Senator Patrick Leahy, a long-time opponent of Cuba sanctions. "These votes were not about the repugnant policies of the Castro regime, but about doing away with unwarranted impediments to travel and commerce imposed on Americans by our own government," he said. Obama and Cuban President Raul Castro announced on Dec. 17 that they would move toward normal relations between the former Cold War foes for the first time in half a century. Cuba opened its embassy in Washington on Monday. The policy faces strong opposition in the Republican-majority Congress. The half-century-old U.S. trade embargo remains in place and only Congress can lift it. The measures were passed a day after a closed-door meeting at the White House with dozens of Cuban Americans and academics and business leaders with an interest in Cuba who support Obama's policy of engagement. U.S. officials told the group that the administration has no plans to announce new measures regarding Cuba and is still refining regulations announced in January to ease travel rules and financial and banking changes. "The administration feels they have gone as far as they can right now," said one person who attended. "They want to broaden the base of stakeholders ... create the space for others, including Republican members of Congress, to take steps."
