According to the U.S. Treasury Department, OMM instructed its captain and crew to hide the weapons as well as provide false documentation to Panamanian authorities. The UN imposed a global asset freeze on OMM, blocking the company from operating in international waters. To circumvent the asset freeze and sanctions, OMM changed its owners and managers. According to the UN report, 12 of the ships have been sighted near ports in several different countries since July 2013. North Korea is under UN sanctions because of its nuclear weapons tests and ballistic missile launches. Pyongyang is banned from importing and exporting nuclear and missile technology as well as luxury goods. "Javier Caraballo, Panama's top anti-drugs prosecutor, said the planes gave off a strong odor of gasoline, indicating that they had likely been used recently. So far, Panama has not found anything not on the Cubans' list of ordnance, he added. "The U.N. team is expected to arrive in early August once Panama has finished unloading the 155 meter (510 foot) ship. "The weapons were hidden under thousands of sacks of sugar on the freighter. "After moving the boat to a local port it became clear after emptying one of the five compartments that there were probably more hidden beneath the sugar," he added. One North Korean shipping company, Ocean Maritime Management, or OMM, renamed 13 of its 14 ships and tried to hide their ships from the UN’s blacklist database by transferring the ships’ ownership to shell companies. In 2013, Chong Chon Gang, a ship owned by OMM, was found importing weapons from Cuba. Panamanian authorities seized the ship because of suspicions that the vessel was carrying drugs. Instead of drugs, authorities found two Soviet-era Cuban fighter jets, several missiles, command and control vehicles, and various other weapons under the vessel’s cargo of sugar. According to the US Treasury Department, OMM instructed its captain and crew to hide the weapons as well as provide false documentation to Panamanian authorities. The UN imposed a global asset freeze on OMM, blocking the company from operating in international waters. In order to circumvent the asset freeze and sanctions, OMM changed its owners and managers. According to the UN report, twelve of the ships have been sighted near ports in several different countries since July 2013. North Korea is under UN sanctions because of its nuclear weapons tests and ballistic missile launches. Pyongyang is banned from importing and exporting nuclear and missile technology, as well as luxury goods. A Hong Kong-flagged ship loaded with eight containers of unreported ammunitions has been detained in Colombia. The Da Dan Xia, a transport ship registered in Hong Kong, was stopped in the port of Cartagena on Saturday. During an inspection, officers found about 100 tonnes of gunpowder, more than 2 million detonators, 99 projectiles and around 3,000 cannon shells. The ship's captain, a Chinese national named Wu Hong, was arrested. Colombian authorities said the vessel was scheduled to travel to another Colombian port, Barranquilla, before arriving at its final destination, Havana, Cuba. The vessel is operated by Cosco Shipping, a subsidiary of China's state-owned China Ocean Shipping Group, which has not responded to media enquiries. Colombian authorities said the ship declared the container contents as chemicals and spare parts. A U.S. Senate committee on Thursday approved amendments that would end restrictions on travel by Americans to Cuba and ease some trade barriers, advancing efforts to implement President Barack Obama's rapprochement with the communist island. By an 18-12 vote, the Republican-controlled Appropriations Committee backed a measure that would ease travel limits, making it the first legislation to pass any congressional committee to facilitate normalization of relations. Four Republicans joined 14 Democrats to approve the amendment. The committee later passed other amendments, by voice vote without objections, to a Financial Services appropriations bill to allow private financing for U.S. agricultural sales and lift restrictions on ships that call at Cuban ports. Attaching the amendments to the appropriations bill boosts the likelihood they will come up for a vote in the full Senate. To become law, a version of the bill with the amendments must pass the House of Representatives. "This is a first step by the Senate to dismantle a failed, discredited and counterproductive policy that in 54 years has failed to achieve any of its objectives,' said Democratic Senator Patrick Leahy, a long-time opponent of Cuba sanctions. "These votes were not about the repugnant policies of the Castro regime, but about doing away with unwarranted impediments to travel and commerce imposed on Americans by our own government," he said. Obama and Cuban President Raul Castro announced on Dec. 17 that they would move toward normal relations between the former Cold War foes for the first time in half a century. Cuba opened its embassy in Washington on Monday. The policy faces strong opposition in the Republican-majority Congress. The half-century-old U.S. trade embargo remains in place and only Congress can lift it. The measures were passed a day after a closed-door meeting at the White House with dozens of Cuban Americans and academics and business leaders with an interest in Cuba who support Obama's policy of engagement. U.S. officials told the group that the administration has no plans to announce new measures regarding Cuba and is still refining regulations announced in January to ease travel rules and financial and banking changes. "The administration feels they have gone as far as they can right now," said one person who attended. "They want to broaden the base of stakeholders ... create the space for others, including Republican members of Congress, to take steps."

Panamanian authorities boarded the ship suspecting it was carrying drugs. However, when they searched it they discovered "undeclared weapons of war" among a shipment of brown sugar, according to Panamanian President Ricardo Martinelli. The North Korean captain attempted to kill himself and violence broke out among the 35-strong crew as the ship was raided, according to Mr Martinelli. The president posted a photograph of the cargo on his Twitter account and said: "The world needs to sit up and take note: you cannot go around shipping undeclared weapons of war through the Panama Canal." He told Radio Panama: "We had suspected this ship, which was coming from Cuba and headed to North Korea, might have drugs aboard so it was brought into port for search and inspection. "When we started to unload the shipment of sugar we located containers that we believe to be sophisticated missile equipment, and that is not allowed."

(26 Apr 2017) Energy cutbacks, a boom in tourism, and overseas remittances have cushioned the blow for Cuba as it has faced a roughly 50 percent cut in Venezuelan oil aid worth hundreds of millions of dollars a year. Despite refineries having gone dark, gas rations being slashed for hundreds of thousands of state workers, and construction materials being virtually impossible to find, Cuba keeps going. Hotels and restaurants are packed, US airlines are adding flights and government stores are full of frozen American chicken and US-made candy. So far, Cuba is weathering the storm as Venezuela's economy craters and protesters fill the streets to denounce Cuba's greatest socialist ally. A much-feared return to Cuba's post-Soviet "Special Period" of food shortages and blackouts has yet to materialize. Cubans complain of sporadic shortages, infrequent trash pickup and apparent cuts in public bus service but the benchmark for many Cubans remains the hunger and desperation of the Special Period. Interminable bus lines and long hunts for products like milk, paint and cement seem manageable by comparison. Still, Cubans are nervously watching Venezuela for signs of a deeper cut in oil shipments, which are paid for with the services of Cuban state doctors on "missions" in poor Venezuelan neighborhoods. So far, the Cuban government has funneled nearly all the cuts into the state sector, cutting air conditioning and summer work hours at government offices and, most recently, eliminating the supply of higher-octane "special" gasoline for state employees. Starting April 1, state gas stations were told to stop selling special gas to card-holders, a move that sent state employees to regular pumps, forced business people and diplomats to buy gas with cash and set off shortage fears and panic buying that created several days of hours-long lines. Many gas stations around the capital appear to have permanently stopped selling gasoline, their pumps blocked off by orange traffic cones. The column of black smoke from one of Cuba's main refineries, the Nico Lopez facility overlooking Havana Bay, has disappeared without explanation, leaving the skies clearer but residents worried about Cuba's future energy supplies. The replacement of oil money with tourism dollars has accelerated both the decline of Cuba's ailing state-run businesses and the growth of its small private sector. Whereas oil money went entirely to the Communist state, much of the tourism is going to private enterprise - taxi drivers, private restaurants and bed-and-breakfasts that provide higher value service to tourists trying to avoid the high prices and poor service at state-run eateries and hotels. A near-constant refrain is that Cubans can tolerate deep deprivation, but would not stand for a repeat of the Special Period. On Aug. 5 1994 at the depth of post-Soviet crisis, Havana residents clashed with police around the Malecon seaside promenade in civil unrest that only subsided after Fidel Castro rushed to the scene and called for an end to the protests. Fidel's brother and successor, President Raul Castro, has announced that he will step down from the presidency in February 2018. His most likely successor appears to be his first vice-president, 56-year-old Communist Party official Miguel Diaz-Canel, but the government has said nothing about the handover process. Cubans are highly skeptical that a new leader without the credibility conferred by the Castros' founding role in the Cuban revolution will be able to guide an increasingly well-informed and worldly population through a new period of profound economic hardship.
